They are produced by the gall wasp Andricus curvator, and have distorted the leaf, pulling the surrounding tissue towards the midrib. The swelling was equally apparent on the underside, where a small, neatly-rounded exit hole was clearly visible, suggesting that the wasps which developed inside these galls had already departed (the wasps, which have powerful jaws, chew their way out).
