Bathyllus albicinctus Spittlebug or Froghopper - AdultI think these must be the Hippopotamus of the insect world except the nymph lives in a mass of froth on a plant stem. The froth prevents the nymph from dehydration and predators. See Save Our Waterways Now for excellent photos of the nymphs in the spittle.
